Wanda and her twin brother Pietro were recruited by Magneto as part of the first Brotherhood of Evil Mutants, though they are reluctant members and remain only because Magneto saved their lives and they feel indebted to him.
Wanda is very close to her brother - she occasionally experiences periods of mental instability and in these times Pietro is the only person who can get through to her and calm her down. Otherwise she has a tendency to remain distant from others, and does not make new friends easily - in fact she has no close friends besides her brother.

Wanda and her brother Pietro are the children of Magneto and his wife Magda. When Magda first saw her husband use his powers, she fled while pregnant with the twins.
Wanda and Pietro were born on Mt Wundagore. Their mother, afraid that Magneto would find them, left and died of exposure soon after. The twins were raised by a gypsy couple, Django and Marya Maximoff, until they were forced to flee an angry mob - Wanda used her ability to protect herself, which indirectly caused a fire that killed her adoptive mother.
When they reached adolescence, they discovered that they were mutants - Wanda's power being the control of probability and Pietro having the power of super-speed. When they showed their abilities in public, they were once again attacked by a superstitious mob. They were rescued by Magneto - though at the time the three were unaware of their relationship.
Writing Sample (4 good paragraphs OF THE CHARACTER YOU ARE APPLYING FOR):
Wanda sat in an armchair in her bedroom, looking absently out of the window. The blue sky outside was marred by clouds that threatened to rain later. It took only the smallest effort, the tiniest shift of probability to have the clouds begin to be blown away, so that she could see clear blue sky outside her window.
She liked being able to look out at the sky. It calmed her, helped to keep everything straight in her mind. She played with a strand of hair, thinking about what Pietro had told her. After the battle at Alcatraz, the X-men had lost their powers, making them all but human, really.
Well. Not all of them had, she realised. There had been a few - the boy who could control fire, the girl Rogue, Gambit - who had left the X-men and joined the Brotherhood.
They were probably glad they'd done that. If they had stayed with Xavier they would have lost their powers with the rest, and a mutant without his or her power wasn't really a mutant, were they? Just another human. So much of their identity was wrapped up in being mutants - the Brotherhood, the X-men, all of them - that if the mutant power was removed, who knew what would be left?
